Rotterdam is a bit of a cesspool of humanity, the sweaty armpit of The Netherlands, if you will, and this morning's article in the newspaper was yet another good example of this. Women in Rotterdam's parks have been terrorized by a young man with a very strange way of harassing. He sneaks up on unsuspecting women who are just lying back in the grass and... licks their toes. Apparently he's been doing this for about 3 years now and the cops can't do anything. This is because there is no law governing the licking of toes of unsuspecting strangers.
Best be on your toes when visiting Rotterdam, ladies.
